Qu Chunqiu stands before Hall of Celestial Jade with a frown, muttering to herself as if dissatisfied with the court officials.
Imperial Decree Quest Condition
Unlocked after reaching Kaifeng Imperial Palace during the "Throne and Tempest I" Quest.
Imperial Decree Walkthrough
[1] Ask Qu Chunqiu about her troubles.
Qu Chunqiu will ask for help in reviewing some of the Memorials.
[2] Complete a Volume of Imperial Decree.
Open the Notebook to start the Activity.
Then, choose the Finance Volume. Other parts will be unlocked in the future updates!
QUICK TIP: To get the S Rating immediately, just type in "(Gives the right remark)" for every memorial.
