During the night, locate Chen Kanquan wandering around the Shengping Tower and speak with him.

[2] Eavesdrop on Wu Qing.

Look toward the opposite side of the bridge and eavesdrop on the Civil Official, Wu Qing.

[3] Steal the Storybook Annotations.

Head closer to Wu Qing and use Celestial Seize skill to get the Quest Item.

[4] Fast Forward the In-game Time to Morning.

Wait or skip time until morning (Chen Hour) to unlock the next objective.

[5] Submit the Storybook Annotations to Chen Kanquan.

Go to Chen Kanquan's new location at the Shengping Tower and deliver the item to finish the Quest.
