At the open-air tavern in Skybrim Market, a drunken patron is making a scene, claiming he's been plagued by nightmares.

[1] Speak to Tashi Nian in the open-air tavern.

He talks about a drunken merchant that fell to their death in the water. Perhaps there are traces of him by the waterfall.

[2] Head north from the tavern to the edge of the lake.

Search the edge for a bottle of wine to gain the first clue.

[3] Climb up to Starfell Tower from the tavern.

[4] Overhear Kang Monu's conversation to get the next clue.

They talk about how so many people have been going in and out of Starfell Tower, all carrying Wine Gourds.

[5] Open the inventory and equip the gourd.

[6] Enter Starfell Tower and talk to Shang Jieluo.

He will make the player drink several times, mistaking them to be their underground contact. It is clear they are planning with the camel caravan to disrupt the upcoming celebration.
