If the NPC Chen Baolai doesn't appear at this location, finish the Wandering Tale Path of No Return, wait one day, and then come back to the PoNR quest location and speak to Yuan Xiaoman.

[1] Talk to Chen Baolai.

[2] Head outside and walk straight. You will find a man named Hu Fu, sweeping in front of a staircase. Talk to him.

[3] Go to the Forsaken Quarters and find the Pear Blossom Wine under the Pear tree, beside the well.

[4] Bring Chen Baolai the wine.
