Complete the Side Quest, The Leone Trading Company.
The first quest for this NPC is The Leone Trading Company in Horunka. Make sure you've completed it to trigger Kit for Tat.

Kit for Tat Walkthrough
[1] Talk to the Chairman.
The Chairman recognizes you from last time and he has another task for you!
[2] Access the Main Terminal and Start the Quest.
[3] Search for the Monster with the Materials you need.
Head deeper into the Teardrop Cave Dungeon to look for the monster.
[4] Defeat the Flowering Nepenthes.
Bring some Cleansing Crystals for this battle in case you get afflicted with the Sleeping ailment.
[5] Report Back to the Chairman.
Speak with the Chairman to end the Side Quest. Just like last time, there's no Completion Reward for this, but you can look out for their upcoming upgraded gear.
