It seems the group being chased by the shogunate retreated to Kiyomizu. Others who oppose the shogunate are there as well. I may be able to fight alongside them, but first I have to find them.
The Rebels' Whereabouts Walkthrough
[1] Talk to the spirit.
It seems that those who oppose the shogunate have fled to Kiyomizu. They are potential comrades but we must find them first.
[2] Find the rebels.
Journey to Kiyomizu. You will find out that the revels turned themselves into yokai with spirit stones. Fight the shogunate soldiers alongside the yokai.
[3] Speak to the spirit.
