Where to Find Urrig, the Executioner
From the Winterglass Lake Beacon, go forth on the long snow path.

Ring the two bells in order to complete the path forward. Beware of the giant bat-like monsters that will greet you at the end of the path.

At the fork, turn right. Then head towards the ramp going up.
Drop below to fight with the mini-boss.

How to Beat Urrig, the Executioner
[1] Equip Martyr's Ash.
Urrig's attacks can Freeze you. Equip Martyr's Ash for Frost Mitigation.
[2] Exploit the Shock Weakness.
Use Proxima as your Shell as they have an ability with a Lightning attack or equip the Tarstone, Voltaic Crown so that your melee attacks will be infused with Lightning. Alternatively, you can equip the Tarstone, Voltaic Amber for your Sidearm to be infused with Lightning.
[3] Use their slowness to your advantage.
Urrig only has one move but can do multiple combos with it, even with interruption. The secret is to keep interrupting since you can easily anticipate their attack since they are very slow. You can also dodge and avoid their attacks until they finish, then use that moment to strike.
You can also choose to keep hitting them before the attack even starts, increasing their Break bar for Riposte.
