Where to Find Gloombound Legion
Simply look for and cleanse the Hangman's Scaffold Beacon. Afterwards, enter the Gloomstricken Garrison and fight them.

How to Beat Gloombound Legion
This boss fight is pretty easy, albeit also annoying. The Legion attacks in swarms with one of them being a knife wielding assassin. Despite this, they all have the same low threat level, but their danger is in their numbers.
You can either attack as many as you can with you area-of-effect skills or, better yet, find the stragglers and kill them first to whittle their numbers. Keep doing this and the boss is as good as gone.
