Available after the Father and Child main quest.

[1] Talk to the Serious Guard at the Ministry of Eggs.

[2] Defeat 1 Sand Barioth. Make sure you have defeated the Invasive Khezu in Serathis, acquired the Barioth egg in its Endangered Den, and successfully cultivated it's ecosystem to A to successfully unlock the Sand Barioth mutation.

[3] Report back to the Serious Guard at the Ministry of Eggs.
