Blue Key Strongbox
In the first zone, Ogouchi Buffer Zone, during the main storyline, you will have to obtain 3 colored keys to continue. However, these keys do not only open the door to the path forward. They also open some locked doors found in the map.
How to Get to the Blue Key Strongbox.
[1] Obtain the Blue Key.
Go to SubCity 03 and try to open the metallic door downstairs. The Retired Gatekeeper will tell you how to open the door and tell you where to find the Blue Key

Find the lookout shack.

The watchman there no longer speaks. Take the Blue Key by their side.
[2] Find the Strongbox.
Go to the southeastern part of the map and unlock the door.

Go inside and claim the items from the Strongbox.
