[1] Drive to Whitetail Ridge Road.
The Octowpus will be driving in circles along this road. Because it's always moving, there is no set place for you to go to. You can spot it because of the strange black smoke coming out of it.
You can also tail it using the map by looking for it in the Anomaly Commisions list. Once you approach the Octowpus, cut it off so you can approach it.
[2] Defeat the Octowpus.
Once you get close enough to the Octowpus, it will reveal it's true form.
The Octowpus has a large health pool. Make use of parries and perfect dodges to quickly deplete the break meter and drain its health. Make sure to be careful of cars driving along the road, as they can bump into you as you fight the Octowpus. Also be wary of your attacks hitting cars in return, as that can trigger a Wanted status if you do too much damage to vehicles.
Eliminating the Anomaly completes this Commission.
