[1] Head to the rooftop of the building east of Davidia Avenue.
[2] Climb the tower
Once you enter the fluctuation zone, Proliferative C will begin spawning cubes. Make your way up by climbing them.
[3] Defeat Proliferative C
After making your way up, prepare yourself as a bossfight will begin. You need to defeat Proliferative C in order to nullify this anomaly.
