Initiation 9 Notes
You Cannot Return Once You Enter Parliament Tower
Once you progress through Initiation 9 and enter Parliament Tower, you will not be able to return. If there are any unexplored areas or collectibles you haven't gathered yet, complete them before heading to Parliament Tower.

- Approach Parliament Tower and answer the phone
After starting Initiation 9, head toward Parliament Tower. You cannot enter inside the tower, but as you get close to it, you'll hear a phone ringing. Head to the phone booth near the tower and answer the phone to trigger an event.

Follow the phone's instructions and head to the statue in Parliament Tower plaza. There is a shoe box at the base of the statue. Place the photo in the shoe box, and the doors to Parliament Tower will open, allowing you to enter.

Enter Parliament Tower, take the elevator to the apartment, and watch Alice's video being projected on the projector. Once you finish watching Alice's video and the event in the writing room, the Initiation story will be complete.
