[1] Twine with a Fentuft and talk to the group of Fentuft.
Twine with a Fentuft Aniimo. There are plenty around if you do not have one. This allows you to talk to the group of Fentuft.
[2] Reach peak cheerfulness in the 3 marked locations.
[2.1] First Location: Attack the flower.

Twine with Fentuft and attack the flower to activate it.
[2.2] Second Location: Use Scurry.

Scurry from left to right using Fentuft's mobility skill.
[2.3] Third Location: Snuggle with the Nimbi.

Talk to the Meticulous Fentuft. They will tell you to snuggle with the Nimbi. Follow the Nimbi as it runs away and snuggle with it again. The Nimbi runs away again; chase and snuggle it again.
You can try talking to the Nimbi when you twine with a Nimbi. It is wondering why the Fentuft keeps following and snuggling with it.
[3] Chat with the Fentuft Inspector.
The Fentuft Inspector tells you to "pass on the joy" to the "big one." Despite giving all the joyous tuftballs you had, the Bittersweet Bloom will not bloom.
[4] Get the Melancholic Fluff.
Research on Bittersweet Blooms at the marked location. After the research, go to the next marked location.
Twine with Nimbi and talk to the Nimbi beside Fantine to understand the situation. You will receive the Melancholic Fluff.
[5] Offer the Melancholic Fluff.
Talking to the Fentuft after offering the Melancholic Fluff completes the quest. You can also pick up the Bittersweet Dew.
