Warning! There is a common bug where this bounty can disappear when approaching a Saito Compound in the South-East region of Yotei Grasslands. The Hilltop Watchtower map icon becomes a fox den that is crossed out. The target bounty despawns because of these factors.
In order to fix this, you must:
・Complete the Bounty Muneji the Bone Crusher
・Liberate the aforementioned Saito Compound

While there has been an update of the game since the report of this bug, it is unknown whether it still happens.

1 Take the Black Powder Ippei bounty from Yotei's Shadow Inn bounty board.
・You must complete the bounty Muneji the Bone Crusher for this Bounty to be available on the board
OR
Approach the Hilltop Watchtower in the Yotei Grasslands.

2 Go to the Hilltop Watchtower.

3 From the south of the watchtower, you will see fire projectiles. Go and investigate their origin.

4 You will find the target on a hill. Go and kill them.

5 Obtain their mask.
