S is the highest tier, and D is the lowest.
If you can beat an S-rank boss, you can likely defeat them all.
Strategy
Put on the Raikov mask and equip a gun. Make sure to get in 3 sniper shots to the front of the head (tranq or lethal), then run behind him and snipe him again.
Wait for Volgin to gather lightning in his hand and then dodge his beam attack and slam him to the ground, hitting him with the M37 or Mk22, depending on whether you're going lethal or non-lethal.
For the bullet attacks, run and dodge around the area, then shoot him in the back with the shotgun or tranquilizer pistol when he's recharging.
When he uses his Electric Charge skill, repeat the process until he is dead.

Notes
It pops out of his body during the fight after you deplete his stamina. You have about 5 seconds to get it before the cutscene starts.
During the boss fight, a Kerotan Frog will spawn on the left side at the top of the ledge, and a Ga-Ko will spawn on the right side of the wall.
