First, make sure you have a solid camo for fire resistance and stay crouched to avoid his flamethrower, then peek from cover and shoot him with the Mk22 if you want non-lethal or a shotgun for lethal.

When he charges you with the flame rush, quickly roll sideways or hug the wall to dodge, then shoot him in the back or head.

If he fills the tunnel with fire, go back into safe spots and wait until it dies down, then close the distance and shoot him again. Repeat dodging his charges and shooting when it is open until his stamina or health is fully depleted.
