Opening every Safe in the game unlocks the "No Safe is Safe" Trophy.
Basement Safe Guide
[1] Progress the Main Story.
Keep playing until the perspective switches to Leon in the Rhodes Hill Care Center.
[2] Find the Basement Safe Code.
In the hallway past the Attic, Leon can open the Warped Closet to get the File.
To be more specific, it is found beside the stairs right before he heads down to the Attic Storage. The code is: Right 60, Left 40, and Right 80.
[3] Progress the Main Story.
Continue the game until it shifts to Grace in the Basement of the Rhodes Hill Care Center.
[4] Find the Basement Safe.
This Safe is located in the room west of the Workshop. The path to this safe is beyond the locked door that requires a Joint Plug in the Furnace Room.
Alternatively, Grace can also reach this area through the Ventilation Shaft from the Workshop. Keep in mind that restoring power to the Furnace door is necessary to access the Safe.
After that, players can finally unlock the Safe using the Code that Leon got.
