Becoming the most powerful civilian in the country with the launch of THEIA, he concealed the fact that THEIA makes mistakes: small statistical errors or 'ghost patterns' with often calamitous results. To protect his vision and legacy, Webb systematically covered up THEIA's mistakes; altering crime scenes, planting evidence, and framing, or eliminating witnesses, to retroactively alter the facts. All so that one day, THEIA would truly be infallible and reality would catch up with the lie.
Assessment: Brilliant and dedicated tech utopian with a savior complex, single-mindedly devoted to the greater good.
