Jeff's techy friend has some items that will help in setting up a Tech Center.

・Submit: Pile of Electronic Components x 1
・Head to the Ground Zero highway
・Search for a yellow bus
・Obtain the supplies of Jeff's friend

・When you're done collecting the Quest Item, you can use the nearby Extraction Point to return to the Bunker.
