To ensure that various experiments in the Storm Area proceeded without interference, J-Lab required combat strength to secure the test sites. They recruited a group of volunteers for body modification. In the first round, J-Lab created "Koko Koko," a terrifying war machine infused with storm power. However, it proved extremely unstable and difficult to control. J-Lab then optimized the process and, in the second round, developed four new test subjects under the codename Four Horsemen, intended to restrain "Koko Koko."
Even these new prototypes remain unstable.
